Rapid Evaluation of the Mechanism for Allocating Fadec-Agriculture Resources to Communes

SUMMARY
FADeC-Agriculture is a mechanism for allocating resources to Benin’s communes, set up in 2015 and identified in 2019 as the main tool for financing the Decentralization and Deconcentration Plan (P2D) for the agricultural sector. Despite central government efforts to make it operational, it suffers from a number of dysfunctions that undermine its performance. All in all, the central administration must take the appropriate measures to enable this fund to play its role to the full.
